Ukraine – Netherlands | Public-Private Health Care Recovery Platform
Task Force Health Care operates the public-private Platform Health Care Recovery Ukraine. This platform brings together organizations and companies in the Ukrainian and Dutch LSH sectors with the goal of assisting Ukraine in countering some of the reverse impacts of the war on the healthcare system.
The Platform is an initiative of the Netherlands Enterprise Agency (RVO), commissioned by the Dutch Ministry of Foreign Trade and Development Cooperation. Task Force Health Care (TFHC) has been appointed as the Platform coordinator. The platform is operational since the end of February 2023. What is the purpose of the Platform?
The Platform showcases how public-private partnerships and other relevant business initiatives can contribute to (sustainable) solutions for the reconstruction and strengthening of Ukraine’s healthcare system. The main purpose is to facilitate organizations and companies to develop activities in line with the needs of Ukraine and to connect Dutch and Ukrainian organizations and companies. Next to this, the platform provides organizations and companies with relevant and up-to-date information through newsletters and Platform meetings. As we have experienced over the last months.
What is the structure of the Platform and its activities?
The platform is formed by a group of stakeholders active, or wishing to be active, in Ukraine. The platform consists of a broad group of representatives from the private sector, NGOs, knowledge institutes, and the Netherlands’ government. The platform activities are in principle open to all relevant organizations. From the platform representatives, a small Core Group (a body of knowledge) has been appointed. Furthermore, TFHC and the Netherlands Enterprise Agency (RVO) form the Secretariat of the Platform.
The Platform is open for organizations regardless of TFHC partnership. There is no membership fee applicable to participants in the platform. All organizations must have an active Dutch Chamber of Commerce number (KVK) and have an active office in the Netherlands. Meetings will be attended by invitation. A Code of Conduct will apply to all activities as part of the Platform Healthcare Ukraine.

- Ukraine Partnership Facility subsidy programme
The Dutch Enterprise Agency has opened a subsidy programme, the Ukraine Partnership Facility (UPF), for companies or civil society organisations that want to collaborate with Ukrainian partners on recovery and reconstruction of Ukraine. The deadline for submitting Quick Scans is 19 November. The deadline for submitting subsidy applications is 31 December 15:00 CET. All relevant information can be found on the webpage of RVO.
- Rebuild Ukraine Conference Recap | 21-22 June 2023
A representation of Platform Secretariat and Core Group members (TFHC, Philips, Hospitainer) attended the Rebuild Ukraine Conference in London, June 21-22nd which gave room for in person engagement with Ukrainian MOH representatives and other stakeholders. We worked to connect the needs and priorities from Ukrainian stakeholders (both early recovery and reconstruction) to concrete solutions and capacity from Dutch private parties to funding that is fit for purpose under conditions of war. - Platform Meetings | 31 March & 7 July 2023
Two physical/hybrid platform meetings have been organized on 31 March and 7 July 2023. During these sessions, relevant developments around the rebuilding and recovery of the healthcare system in Ukraine were shared, as well as opportunities to finance projects. There was room for networking among platform members. The third platform meeting is tentatively planned for Friday 8 December in The Hague. The meeting details and programme will be shared with confirmed participants.
- Incoming Delegation Ministry of Health | 14-15 September 2023
On September 14th and 15th, we were honored to guide the Ukrainian delegation led by Deputy Minister Maryna Slobodnichenko, of the Ministry of Health of Ukraine on a mission through the Dutch healthcare landscape. During a full 2 days of interesting site visits the delegation engaged with our Ministry of Healthcare, Welfare and Sports, our Special Envoy Business and Reconstruction Ukraine, of the Ministry of Foreign Affairs, RVO and most of our platform members with site visits including Erasmus MC, EGM Architects, Philips, TNO, Health~Holland and the Leiden Bio Science Park. - International conferences/trade fairs
- MEDICA, Düsseldorf, Germany (13-16 November 2023). The MEDICA is the largest international trade fair for the healthcare sector. Several Ukrainian companies will be present at this trade fair. Tickets to visit the MEDICA are still available.
- Rebuild Ukraine, Warsaw, Poland (14-15 November 2023). This conference focusses on bringing together recovery projects, equipment and investments required to rebuild Ukraine, and specifically emphasizes infrastructure, industry, energy and housing. However, there is a wide variety of Ukrainian municipalities and ministries present at the conference.
