Ukraine – Netherlands | Public-Private Health Care Recovery Platform

Task Force Health Care operates the public-private Platform Health Care Recovery Ukraine. This platform brings together organizations and companies in the Ukrainian and Dutch LSH sectors with the goal of assisting Ukraine in countering some of the reverse impacts of the war on the healthcare system.
The Platform is an initiative of the Netherlands Enterprise Agency (RVO), commissioned by the Dutch Ministry of Foreign Trade and Development Cooperation. Task Force Health Care (TFHC) has been appointed as the Platform coordinator. If you are interested in joining the platform, we encourage you to register here.

What is the purpose of the Platform?

The Platform showcases how public-private partnerships and other relevant business initiatives can contribute to (sustainable) solutions for the reconstruction and strengthening of Ukraine’s healthcare system. The main purpose is to facilitate organizations and companies to develop activities in line with the needs of Ukraine and to connect Dutch and Ukrainian organizations and companies. Next to this, the platform provides organizations and companies with relevant and up-to-date information through newsletters and Platform meetings. As we have experienced over the last months.

What is the structure of the Platform and its activities?

The platform is formed by a group of stakeholders active, or wishing to be active, in Ukraine. The platform consists of a broad group of representatives from the private sector, NGOs, knowledge institutes, and the Netherlands’ government. The platform activities are in principle open to all relevant organizations. From the platform representatives, a small Core Group (a body of knowledge) has been appointed. Furthermore, TFHC and the Netherlands Enterprise Agency (RVO) form the Secretariat of the Platform.

The Platform is open for organizations regardless of TFHC partnership. There is no membership fee applicable to participants in the platform. All organizations must have an active Dutch Chamber of Commerce number (KVK) and have an active office in the Netherlands. Meetings will be attended by invitation. A Code of Conduct will apply to all activities as part of the Platform Healthcare Ukraine.

Activities and relevant information 2024

  • Incoming delegation Lviv | 27 March 9.30 – 12.00, Eindhoven

A delegation from Lviv Medical Territorial Union led by Ms. Mariana Svirchuk will visit the Netherlands at the end of March. The Union consists of three emergency hospitals and works closely with ‘Unbroken’. Lviv seeks collaboration with NL partners to expand emergency, rehabilitation, and oncology services. Special focus is on critical care, oncology solutions, stroke care, and securing financing for healthcare development in Lviv. Signify has gracefully offered to host a Meet & Greet with the delegation in Eindhoven, consisting of three parts:
– Introduction on current situation and needs in Lviv;
– Presentation of relevant NL solutions and project proposals in Lviv area;
– Discussions on how to find funding for projects and way forward.

  • Physical Platform meeting | 4 April 13.30-17.00, The Hague

During the platform meeting the current situation in Ukraine will be discussed. Members of the platform can share recent experiences and provide input to the platform’s agenda for the coming year. As part of an assignment for NL Works, TFHC has mapped relevant (inter)national financial instruments and will discuss its findings with the platform.

The Ukraine Partnership Facility (UPF) has gathered much interest from the healthcare sector. Kindly note that the Platform’s secretariate has no role in the assessment process of individual UPF applications. However, please inform us whether you have submitted a proposal and provide us with some high-level project information (such as topics, region, scope, initial reaction from RVO etc.). Based on this inventory, we will have a better understanding of where the actual interests lie and could jointly assess alternative funding solutions. Furthermore, any suggestions and feedback on the instrument is appreciated.

A joint visit to the ReBuild Ukraine | Health & Rehabilitation Exhibition and Conference is considered. The event offers an offline platform for recovery projects, technologies, equipment and investments required to restore human capital and medical infrastructure of Ukraine. One of the key priorities for restoring the healthcare system is the creation of an effective rehabilitation network, additional departments, rehabilitation centers, and the retrofitting of existing facilities, including the training of professionals. All of this requires additional funding and the support of the government and partner countries.
