Life Sciences & Health Combination Track Kenya

The Life Sciences & Health (LSH) Combination (Combi) Track Kenya brings together organisations and companies from the Kenyan and Dutch LSH sectors with the goal of advancing Universal Health Coverage by enhancing access, quality, financing, and responsiveness within the healthcare system. With a focus on LSH, the Dutch Embassy in Nairobi and the Netherlands Enterprise Agency (RVO) have prioritised collaborative efforts between the Netherlands and Kenya. Task Force Health Care (TFHC) serves as the secretariat of the Programme Management Unit (PMU) of the Combi Track Healthcare Kenya.

Partnering with Kenya on Health and Trade

In the BHOS policy note “Doen waar Nederland goed in is”, Kenya has been designated as a key partner for both development cooperation and foreign trade. The Dutch Ministry of Foreign Affairs has underscored the importance of strengthening global health through its first Dutch Global Health Strategy, emphasising public–private partnerships and innovative solutions. As part of this strategy, the Global Health Hub was launched in September 2023, with TFHC as a partner. 

Efforts to bolster the Kenyan healthcare system must be demand-driven while leveraging the Netherlands’ expertise. Despite improvements in population health indicators, challenges remain, including unequal access to healthcare and a significant shortage of funding and human resources. The Kenyan government has initiated various healthcare reforms, including Universal Health Coverage programmes and the Big 4 Agenda, aligning with Kenya Vision 2030. Collaboration with Kisumu County, driven by longstanding ties with the Netherlands, aims to strengthen the healthcare system and establish the county as a medical hub for the Great Lakes Region, with a focus on integrated healthcare delivery and data-driven decision-making

What is a Combi Track at the RVO?

A Combi Track is about doing business with impact in emerging markets. It follows a combined, multi-year sector approach in which different activities are aligned towards the same goal. Government, businesses, knowledge institutes and civil society organisations, in the Netherlands and in emerging markets, join forces to seize business opportunities together. In doing so, they provide solutions for local challenges in greening and digitalisation.

What is the Combi Track Kenya?

The Combi Track Kenya is a collaborative initiative between the Netherlands and Kenya aimed at advancing Universal Health Coverage by improving access, quality, financing, and responsiveness within the healthcare system.
The programme focuses primarily on Kisumu County, Homa Bay County, and potentially the wider Lake Region Economic Bloc. It leverages local healthcare partnerships and political momentum to engage Dutch private-sector expertise for system strengthening. With a strong emphasis on primary healthcare, the initiative targets improvements in digital health infrastructure, data connectivity, referral systems, and public health management.

What is the Structure of the Combi Track Kenya?

The Combi Track Kenya is made up of stakeholders active, or aiming to be active, in Kenya. It brings together a broad group of representatives from both the Netherlands and Kenya, including the private sector, NGOs, knowledge institutes, and the Dutch government. In principle, activities are open to all relevant organisations.

From within the broader group, a Steering Committee (serving as a body of knowledge) will be appointed. The PMU is jointly coordinated by TFHC, the RVO, and the Dutch Embassy in Nairobi.

Participation in the Combi Track is open to organisations regardless of TFHC partnership. There is no membership fee, but all participants must:

• Be registered with the Dutch Chamber of Commerce (KVK)
• Maintain an active office in the Netherlands


Meetings are by invitation only, and a Code of Conduct applies to all activities under the Combi Track Kenya.

Registration for the Combi Track Kenya is open on a continuous basis. Acceptance is subject to a selection process by the PMU.
