Egypt is rapidly reforming its healthcare system. The government is increasing spending for 2025/2026, expanding insurance coverage, and investing in infrastructure and digital health. New legislation also enables public–private partnerships, while international collaboration on medical education and workforce development is actively encouraged.
Due to these recent developments, the Embassy of the Kingdom of the Netherlands in Egypt has made Life Sciences & Health (LSH) a priority and is co-creating a Market Scan on the healthcare sector in Egypt together with the Task Force Health Care (TFHC).
Are you active in Egypt or exploring the market? We invite you to get in touch with projectmanager Helena Pluimes (Helena.pluimes@tfhc.nl).

About Egypt
Egypt’s healthcare market is characterized by a population of approximately 118 million and a pluralistic system combining an extensive but underfunded public sector with a rapidly expanding private sector. While public services provide a broad safety net, persistent gaps in financing, infrastructure, and service quality have led a majority of patients to seek care privately, resulting in one of the world’s highest levels of out-of-pocket health expenditure. The private sector now delivers most healthcare contacts and is widely perceived as more responsive and higher quality.
At the same time, Egypt is implementing major reforms, including the rollout of a Universal Health Insurance System (UHCS) and expanded roles for private providers, aimed at reducing fragmentation, modernizing services, and attracting investment. These dynamics position Egypt as a high-need, high-potential market for innovative and sustainable healthcare solutions.
Under Egypt Vision 2030 and the National Health Strategy 2024–2030, the government has made universal, high-quality, and financially sustainable healthcare a central priority. These strategies emphasize improved governance, efficiency, accountability, and clearer public–private roles, aligned with the Sustainable Development Goals.
Recent policy measures reinforce this momentum, creating a timely window for engagement and strategic partnerships in the sector.
About the Market Scan
This market scan, in assignment of the Embassy of the Kingdom of the Netherlands in Egypt, aims to provide Dutch LSH organisations with actionable insights into the Egyptian healthcare sector and identify concrete opportunities for sustainable market entry and growth.
The study will:
- Provide a comprehensive overview of the healthcare system, including key trends and developments
- Identify business opportunities and challenges for Dutch companies
- Focus specifically on three sub-sectors: med-tech, digital health, and knowledge exchange
- Analyse market access conditions and stakeholder dynamics
In addition, the market scan will inform follow-up activities such as trade missions, seminars, and matchmaking initiatives, supporting long-term collaboration between Egypt and the Netherlands.

Interview request
As part of the market scan, we are conducting a sector analysis among Dutch LSH stakeholders. We are particularly interested in speaking with companies and organisations that are already active in Egypt or the wider MENA region, as well as those exploring market entry.
Your insights will help shape a demand-driven analysis, reflecting real market needs, opportunities, and challenges for Dutch organisations. We warmly invite you to get in touch with projectmanager Helena Pluimes (Helena.pluimes@tfhc.nl) if you are willing to share your experience.
Additionally, Micha van Lin will be visiting Egypt in mid-May 2026. If you are interested in collaboration opportunities or would like to learn more about the market scan, contact us now!
