From 3 to 6 November 2025, Task Force Health Care (TFHC) had the honour of welcoming a high-level delegation from Medical Procurement Ukraine (MPU) and the Ministry of Health of Ukraine (MoH) for an intensive four-day working visit to the Netherlands. The programme, organised in cooperation with the Netherlands Enterprise Agency (RVO) under its Private Sector Development (PSD) scheme, aimed to strengthen Ukrainian expertise in strategic, value-based, and sustainable public procurement within the healthcare sector.
Key Takeaways
Procurement as a Strategic Instrument: The Dutch model demonstrates how procurement connects policy, finance, and health outcomes – driving value, sustainability, and innovation.
Sustainability in Practice: Dutch institutions embed Total Cost of Ownership (TCO) and socially responsible purchasing principles within national policy frameworks and procurement practice.
System-wide Collaboration: Hospitals, alliances, and companies work together to achieve efficiency, transparency, and improved quality of care.
Innovation and Circularity: Dutch companies showcased digital health solutions, transparent supply chains, and circular procurement models that align with the UN Sustainable Development Goals (SDGs).
What We Did
- Government Insights: Meetings with VWS, RIVM, ZIN, and NZa explored how evidence-based evaluation and transparent regulation guide healthcare procurement in the Netherlands.
- Professional Procurement Practice: Sessions with Nevi provided practical learning on socially responsible purchasing and the strategic integration of sustainability objectives.
- Innovation in Action: Visits to leading Dutch companies – including Philips, Topicus, The Medical Export Group (MEG), Memo BV, Psylaris, and Pluripharm, illustrated how innovation supports sustainable and value-based procurement.
