From 3 to 6 November 2025, Task Force Health Care (TFHC) welcomed a high-level delegation from Medical Procurement Ukraine (MPU) and the Ministry of Health of Ukraine for an intensive four-day working visit to the Netherlands. The programme was organised in cooperation with the Netherlands Enterprise Agency (RVO) under its Private Sector Development (PSD) scheme.
The visit aimed to strengthen Ukrainian expertise in strategic, value-based, and sustainable public healthcare procurement, drawing on Dutch policy frameworks, institutional practices, and private-sector innovation.
Main Activities
During the visit, the delegation participated in a series of targeted meetings, site visits, and knowledge-exchange sessions focused on procurement strategy, sustainability, and system-wide collaboration.

Meetings with VWS, RIVM, ZIN, and NZa explored how evidence-based evaluation, transparent regulation, and policy alignment guide healthcare procurement in the Netherlands.
Professional Procurement Practice
Sessions with Nevi provided practical insights into socially responsible purchasing and the strategic integration of sustainability objectives within procurement processes.
Innovation in Action
Visits to leading Dutch companies, including Philips, Topicus, The Medical Export Group (MEG), Memo BV, Psylaris, and Pluripharm demonstrated how digital solutions, transparent supply chains, and circular models support value-based and sustainable procurement.
Hospital Collaboration & Joint Procurement
Discussions with IAZ and Amsterdam UMC highlighted how Dutch hospitals collaborate through joint procurement alliances to increase efficiency, transparency, and quality of care.
Key Takeaways

- System-wide collaboration is essential: Close cooperation between hospitals, alliances, regulators, and companies enables efficiency, transparency, and improved care quality.
- Innovation and circularity support resilience: Dutch solutions showcased how digital health, circular procurement, and transparent supply chains align with the UN Sustainable Development Goals (SDGs).
