Public-Private Health Care Recovery Platform 2025

Task Force Health Care (TFHC) coordinates the Public–Private Platform Health Care Recovery Ukraine. The Platform brings together organisations and companies from the Dutch and Ukrainian Life Sciences & Health (LSH) sectors to support Ukraine in addressing the devastating effects of the war on its healthcare system.

The initiative was established by the Netherlands Enterprise Agency (RVO), commissioned by the Dutch Ministry of Foreign Affairs, with TFHC serving as the coordinating partner.

Partnering for Healthcare Recovery in Ukraine

The Platform supports Dutch and Ukrainian organisations in developing activities that strengthen Ukraine’s healthcare system through:

•Public–private partnerships that deliver sustainable and demand-driven solutions

•Knowledge exchange between governments, NGOs, research institutes, and the private sector

•Practical collaboration that aligns with Ukraine’s recovery priorities

How This Platform Supports Your Growth

The Platform Health Care Recovery Ukraine brings together stakeholders who are active, or wish to become active, in Ukraine. Participants include representatives from the private sector, NGOs, knowledge institutes, and the Dutch government. The Platform offers a unique opportunity to:

•Stay informed through newsletters and dedicated meetings

•Gain insights into healthcare financing, procurement, and infrastructure development

•Build sustainable partnerships with Ukrainian stakeholders

•Participate in high-level delegations, expert sessions, and roundtables

Activities and Relevant Information 2025 

Activities include workshops, expert sessions, incoming delegations, and international meetings, all designed to support LSH organisations in building sustainable collaborations and gaining relevant, up-to-date market and segment information.

Highlights: First Half of 2025

  • The Hague, The Netherlands – IFI Meeting  
    International Financial Institutions (IFIs) and EU bodies convened in The Hague to explore procurement reform and healthcare recovery opportunities.  
  • Prague, Czech Republic – Global Health Initiative High-level meetings were held with Ukraine’s Minister of Health and Medical Procurement Ukraine to strengthen cooperation and identify opportunities for Dutch organisations.
  • The Netherlands – Incoming Delegation from Ukraine Led by Ukraine’s Deputy Minister of Health, the delegation resulted in more than 100 new contacts and the signing of a Memorandum of Understanding with Invest International.
  • Rotterdam, The Netherlands – LifeLine Ukraine Visit The visit included presentations and breakout sessions fostering partnerships between Dutch organisations and Ukrainian stakeholders.
  • The Hague – Roundtable with EU Commissioner Kos the secretariat and two companies shared experiences and challenges with regard to market entry in Ukraine, this session was organised by VNO-NCW.

Platform activities are, in principle, open to all relevant organisations. From within the broader group, a Core Group has been appointed to serve as a body of knowledge. The Secretariat is jointly managed by TFHC and the RVO.

Participation is open to organisations regardless of TFHC partnership. There is no membership fee. However, all participants must:

• Be registered with the Dutch Chamber of Commerce (KVK)
• Maintain an active office in the Netherlands

Meetings are by invitation only, and a Code of Conduct applies to all activities under the Platform.
