Public-Private Health Care Recovery Platform 2026
Task Force Health Care (TFHC) coordinates the Public–Private Platform Health Care Recovery Ukraine, bringing together Dutch and Ukrainian stakeholders from the Life Sciences & Health (LSH) sector to contribute to the recovery, reconstruction, and long-term resilience of Ukraine’s healthcare system.
The Platform was established by the Netherlands Enterprise Agency (RVO), commissioned by the Ministry of Foreign Affairs, with TFHC acting as coordinating partner. In 2026, the Platform builds on concrete engagement in Ukraine and moves toward implementation-oriented, scalable collaboration.

Partnering for Healthcare Recovery in Ukraine
The Public–Private Health Care Recovery Platform supports cooperation between Dutch and Ukrainian public and private stakeholders to strengthen Ukraine’s healthcare system in the context of recovery, reconstruction, and long-term resilience.
Building on trusted partnerships and active engagement in Ukraine, the Platform facilitates collaboration that is practical, demand-driven, and aligned with Ukrainian priorities. It brings together government bodies, healthcare providers, knowledge institutes, NGOs, and companies to translate shared ambitions into concrete action.
In 2026, the Platform focuses on:
•Public–private partnerships that support sustainable healthcare recovery and system resilience
•Knowledge exchange between Dutch and Ukrainian institutions, international partners, and the private sector
•Practical collaboration linked to reconstruction needs, financing mechanisms, and implementation pathways.
Through missions, delegations, thematic clusters, and expert exchanges, the Platform helps partners connect, coordinate, and contribute in a structured and impactful way.

How This Platform Supports Your Growth
The Public–Private Health Care Recovery Platform brings together organisations that are active in, or preparing for, Ukraine. Participants include representatives from the private sector, NGOs, knowledge institutes, financial institutions, and the Dutch government.
The Platform supports participants by offering:
•Regular platform meetings and briefings on developments in Ukraine’s healthcare system.
•Shared insights on healthcare financing, procurement, and infrastructure development.
•Opportunities to build partnerships with Ukrainian stakeholders and international partners.
Access to missions, incoming delegations, and expert-level roundtables
By creating a structured setting for exchange and coordination, the Platform helps reduce fragmentation and supports informed engagement in Ukraine.

Activities and Relevant Information 2026
In 2026, the Platform focuses on activities that support cooperation across the full cycle of healthcare recovery, from needs assessment and planning to implementation and scaling.
Highlights: First Half of 2025
- The Hague, The Netherlands – IFI Meeting
International Financial Institutions (IFIs) and EU bodies convened in The Hague to explore procurement reform and healthcare recovery opportunities. - Prague, Czech Republic – Global Health Initiative High-level meetings were held with Ukraine’s Minister of Health and Medical Procurement Ukraine to strengthen cooperation and identify opportunities for Dutch organisations.
- The Netherlands – Incoming Delegation from Ukraine Led by Ukraine’s Deputy Minister of Health, the delegation resulted in more than 100 new contacts and the signing of a Memorandum of Understanding with Invest International.
- Rotterdam, The Netherlands – LifeLine Ukraine Visit The visit included presentations and breakout sessions fostering partnerships between Dutch organisations and Ukrainian stakeholders.
- The Hague – Roundtable with EU Commissioner Kos the secretariat and two companies shared experiences and challenges with regard to market entry in Ukraine, this session was organised by VNO-NCW.
- The Netherlands – Incoming Delegation on Procurement | November 2025 Focused sessions on procurement processes and collaboration opportunities with Ukrainian stakeholders.
Transition to 2026 Activities
Building on this foundation, the Platform entered 2026 with a clear focus on active engagement, coordination, and delivery.
- Outgoing Mission to Kyiv | January
A Dutch Life Sciences & Health and Energy delegation travelled to Kyiv to engage directly with Ukrainian authorities, healthcare providers, and international partners. The mission focused on healthcare system resilience, reconstruction needs, and opportunities for integrated, scalable solutions. Read more about it here
- Utrecht, The Netherlands – Platform Meeting | 29 January
Shortly after the mission, Platform participants convened to reflect on insights gained in Kyiv, align priorities for 2026, and identify concrete follow-up actions. The meeting marked an important step in translating dialogue into coordinated initiatives.
Together, these early 2026 activities signaled the Platform’s shift toward on-the-ground engagement and structured implementation, while maintaining a strong emphasis on partnership and alignment with Ukrainian priorities.

Throughout 2026, the Platform continues to support cooperation across the full cycle of healthcare recovery from needs assessment and planning to implementation and scaling through missions, incoming delegations, platform meetings, online roundtables, and cluster-based collaboration.

Platform activities are, in principle, open to all relevant organisations. From within the broader group, a Core Group has been appointed to serve as a body of knowledge. The Secretariat is jointly managed by TFHC and the RVO.
Participation is open to organisations regardless of TFHC partnership. There is no membership fee. However, all participants must:
- Be registered with the Dutch Chamber of Commerce (KVK)
Maintain an active office in the Netherlands
